Synopsys Common Licensing version 11.7 is a standalone release. You must install this release in an empty directory by using the latest version of the Synopsys Installer (included SynopsysInstaller_v3.2). Do not install this release over an existing release of a Synopsys tool. SCL version 11.7 includes all the bug fixes available in SCL version 11.7 and earlier.
