sbot error C9 help pls

I can't login clientlees only for this char open client only
[LOGINERROR] C9 Error Your ping is too high. Please close other network programs and try again.
my ping is normal no other programs opning
i change my router ,, new windows ,,
my all char's opening Except for one char :blowup:
